whats the difference between the bulbs?.. only the fact that the low beam has a cover on the top? or is there voltage diffrences?? would it ruin it to swap low/high beam bulbs?

The voltage is the same, but the wattage is different. The lens controls the beam pattern more than the type of bulb used, so if you switch bulbs you won't see as good. Also the bulb bases may be different, just to prevent what you are attempting to do.

They are different on every car i've seen.
