How hot do you consider overheating?

the temperature gauge goes to the red zone

That would be hot. I ask because some consider anything past 220 hot.
There are different coolant fan electrical circuits. I am assuming it is an 89. You could have a coolant fan switch or it could be the temp sensor for the computer in the intake or the ECM itself.

87 was the last year for carbed Camaros so if it is stock it could be computer controlled. Does it have two plugs on it?

I had an over heating prob in my 92 at one time, I have an elec fan. I hard wired the fan to a switch till I could figure out what the problem was. The coolant temp sensor was bad, and wouldn't tell the computer to kick on the fan. The temp sensor screws into the intake manifold, and was on the front side of the carb. It is really bad if your motor is getting that hot. Do not drive it for long if it is really getting in the red. Do you have enough coolant?? Is your thermostat stuck closed? If so these two things can heat your motor up real fast and cause a lot of warping. If you have one of these probs along with a bad fan relay, you need to stop driving it till you figure it out.

the fan control switch is bad. it's located on the passenger side head between the last to cylinder's. that is your problem cause i had the same problem. and it's like 20 buck's for the part.
