There is the possibility the Oil Pressure switch either is bad or disconected.
Real PITA. Its back by the distributor towards the drivers side. Its there to stop the motor in the event of an oil pressure problem.
The pump works when you jumper it right?
There is also a quick disconect near the underhood fuse for the ECM/Fuel pump.
You can unplug that and plug it back in and it should reprime the fuel system.
Good luck

Just slap a mechanical pump on there...

That brings up a question. This was a TPI car? And you replaced it with TPI? If memory serves they are at different pressures with the TBI. +1 on what 86Z350 Most likly its the sending switch/connection. Have you started the car? Pump should run for about 10 seconds when the key is turned on then shut off if there is no oil pressure.
