Sounds to me like it''s possibly the passlock security in the ignition (key or module). Do a search here, I know the subject on diagnosis/bypass has been covered more than once. Do you have a second key to the car by chance? Try it and see if it works.

dont have a second key gona try and change the ignition switch thought it might be that it does not have any type of security system that i know of

Look at your key. There will be a small pelet in it (black plastic with a silver metal strip). Make sure that is clean. And still in it!

Some hardware stores (I know ACE did) can cut you a new key. They have a small "resistance reader" box where they slide your key into a slot and it tells which is the correct resistance key blank to use. Of course, that''s as long as they can still get some sort of reading from your key.

did they put passlock on cars this old? I know my 01 grand am has it and its nothing but a PITA. its pretty common for the computer to just " forget " which key runs it and you have to go through a relearning process( lock twice, unlock, turn key to on for 10 or 12 mins, turn key off and start). its stupid. i wish GM would get rid of it or fix the damn thing.

Yep, my ''91 has it. Technically though, the older system is called VATS. Newer systems were called Passlock.
I found this, it could be helpful as a bypass fix:
