When you push the button can you hear a relay click? What year is it? Is it an air bag wheel? The air bag shrinks and makes it hard to push the buttons for the horn.

easiest way to test if its the horn itself, if get yourself a nice 12volt battery any size will work, and hook it to the horn itself with a little wire, if it goes off its your button or your wiring, both easy fixes(unless u have the air bag its a little more of a pain in the butt.

There are square buttons on both sides of the wheel and the air bag has a plastic frame behind the vinyl with a hole that the switch goes through. The vinyl has raised areas in it that go through the hole to make contact with the buttons. After ageing the vinyl will shrink and the raised areas no longer fit good in the holes in the frame and make it hard for it to contact the buttons on the wheel. At least that is what happened in both my 91 and my brothers 90 Camaros. Is your air bag kinda pulled away from the wheel a little bit where the horn buttons are?

I tried to fix mine and my brothers. I had the bag off and tried to pull the cover back over the framing inside and its just shrunk up. Maybe the hole where the pad goes through can be enlarged or the vinyl can be cut to fit through it. I dunna know. I just gave up because I usualy yell or show a finger any way.
