What you are seeing is the wheel well gap between his wheels and fenders. Gives the illusion that the wheels are too small. Least, that's what I gathered by your statement.

I agree, you should keep the hood black.  Gives it more mystery you know? I've had a couple cars with black hoods and I kept them that way.  Just like it better.
