Steering problem

I have a 1980 Camaro with tilt wheel steering. My steering wheel is quite loose, and it is the shaft that is loose and wobbles around. I took removed my Grant wheel, adapter, the white plastic turn signal plate, then there is a spring around the inner shaft and behind it a ball bearing setup. The plastic ring that holds the ball bearings is broken and I believe this is causing the wobble. What is this part called so I know what to look for when ordering? Do you know if there are better options for the stock bearing set up?

I've tried year one and they don't have anything that looks like it, but they don't often have parts for my car, at least not when I can buy them.
I'm talking about the ball bearings at the top of the steering shaft on tilt columns. It's right behind the wheel.

had a chevy 4x4.everybody used to grab the steering wheel to drag their self in.the column got loose.there is a  knuckle further down with an aluminum flange.the bolts had come loose and cracked the flange.the bolts are star socket type bolts
