I've been doing a lot of research the past couple of days on how to upgrade my 97 Camaro RS. After some leads and not much luck, finally, I found a site called superexhaust.com... I was unable to find a Programmer but did come across some intriguing options from a simple thermostat swap, air intake (which I already have), headers, cats and mufflers.

Neither Jet nor Hypertech make a handheld programmer for the 97 3.8 to the best of my knowledge, thanks for the other suggestion though.
