what does the EGR on the back of the intake do? and what is the pupose for blocking them and how do you do it. I took my intake off and when i unbolted the EGR it was soildered closed on the other end. does this mean it's blocked?

The EGR is used cycle exhaust gas back into the intake, it's emissions equipment.  The only reason I can see to block one is if the EGR valve has stopped working and you don't want to purchase another one.  The EGR system is not active at wide open throttle, so it's not going to make any difference in horsepower.  They make EGR block-off plates that you put over the inlet on your intake manifold if you really want to block it.  If the whole thing is soldered shut it looks like someone did a hap-hazard job of attempting to close it off for some reason.

The EGR does not affect power in any way. At WOT the EGR is ordered closed by the PCM.
The purpose of the EGR is to reduce combustion temperature at part throttle in order to reduce NOx emission, and to allow more spark advance for fuel economy.
