First how do you tell if an engine is a 350?
Second will a 350 TPI engine benifit from this:

Look up the casting numbers. If it is the original engine then either check the vin or look at the emissions sticker for "5.0" or "5.7" on it.
That looks like an  inexpensive kit to start with, but its just the start to bolting it to a small block. You still need to plumb the exhaust and intake.

Well it supposably a 350 TPI manual. It is not factory. The orignial was the 305 TPI but he switched for a 350 crate.

What do you mean by plumb the exhaust and intake? Is it dificult to do?

Crate motors will have cast into the block on the back near the tranny a 5.7 if it is a 350 and 5.0 if its a 305. No need to decode.
Some pics did not load but what I saw was two exhaust manifolds that look as if they point forward and two turbos and some hardware. Once all that is bolted up you are going to have to complette the exhaust to run through a muffler and an intake to plumb the air that the turbo is forcing out. The easiest way for that is a blow through were you have the turbo hooked to the intake where the air filter might go.

Hypathetically, could I run open turbos (like open headers except turbo has no hook up)? It probably won't be permanent (might be too loud).

Also if I ran this system it can't be a TPI huh?

do you mean open turbo manifolds?  not if you have turbos on there.   the turbo needs backpressure to spool

so forced induction will work with mass air flow? i thought it would screw with it...
