Just bought a 91 z28, Engine and tranny were both rebuilt 3,000 miles ago and the body  is solid, aside for a minor rust hole in the back right wheel well, which I plan on fixing immediately.  So what I''m here for is to ask a few questions... I have about 4-5k to spend on the car as of now, at the end of the summer I will be coming in to 6k more,  but I don''t truly want to spend that money.  What are the first things I should do to make my car perform better? and keep the costs down.  I know heads, but what kind of heads, and I was also looking at prochargers, but that would fall under the category if I''m willing to spend that 6k at the end of the summer, so can you guys help me out and give me a few suggestions on what to do first?

it depends on what you want to do with the car......look around on this site  and you will get a lot of ideas on what to get for what kinda hp you want.
