Hi, i have a 91 rs 3.1, i just replaced the starter 3 weeks ago just got it inspected and everything passed, go i home put a new head uni , tried to turn i over and nothing, not a thing, battery is fully charged and starter is brand new, i pulled out the starter had a diagnostic ran on it, and the starter is fine, i checked all the connections, the starter and battery are at 12.30v, i have run out of ideas please help!!!!!!11

The battery can't be fully charged if it's only at 12.3 volts. A fully charged battery would be at 12.6, 12.3 is about 50% charge. Also, you failed to mention if the car is an auto or manual, which is important, since that'd change the location of the neutral safety switch.

its an automatic, and yes i checked the fuses, and whas the starter relay, srry a bit of a rookie

Did you damage any of the fuseable links on the starter? Are they good? Somtimes they burn inside the white plastic lump and you dont know there are bad. Pull on them and see. Is your security light on. using the right key? Try putting the vehicle in park and nuetral. maybe that switch is bad. Hold the key in start with a foot on the brake and work it though the gears to see if it turns over on any other.

what is the voltage drop at the starter when you try to turn it over? If there is no change I would say your ignition switch is no good. If the voltage drops extremely low while the key is in the start position, check your battery cables.... even if they show 12.3 volts while sitting, it may not be getting adequate amperage due to corrosion buildup in the cables when you apply a load...

no the starter is brand new and im geting voltage at it, i havent checked volt drop, at starer, i dont think its the NSS,yes its the right key and no the security light isn on, the battery is a month old and the studs that screw ino he battery are new also, i hit the connectors on the wires that connect to the starter with a wire brush, cuz i thought it might be the connection, i followed the wires from the battery to the starter and they look fine no corrosion.

You know General Motors once bought back a van on the lemon law at a total cost of over $20k because AC Delco built a 5 cell battery(They're s'posed to be 6 cell, and put out 12.6 volts, this one put out 11.5 with no draw), and the computer wasn't maintaining the nine volts it needed to stay in normal operating mode? Just 'cause it's new doesn't mean it's good.
